Passport and Miscellaneous Services

It is brought to the notice of all applicants that applications for passport can henceforth be submitted online at http://embassy.passportindia.gov.in  External website that opens in a new window.  All applicants are requested to exercise due care while entering details on the online Passport Application Form.  The duly filled up Form, completed in all aspects, may be submitted to this Embassy along with the passport.


INDIAN PASSPORTS

Indian passports are normally issued for a period of 10 years. The passport can be renewed any time starting from one year before the actual date of expiry.  Applicants may visit website http://embassy.passportindia.gov.in  External website that opens in a new windowto fill up online application.

All applicants for passport services are also required to produce/show their valid visas/resident cards as proof of their lawful residence in Turkmenistan.

A passport is a very important document.  It should be kept up to date by renewing it before it expires.  Its loss should be reported immediately to the local police authorities and also to the nearest Indian Mission.

DUPLICATE PASSPORT

The issue of duplicate passports in lieu of lost or damaged passports are handled under a special procedure. In case of lost passport, application form should be accompanied with copy of FIR lodged with police/”spravka”, copy of lost passport and proof of identity like driving license, ID card or letter from employer.

SEPARATE PASSPORTS TO MINOR CHILDREN 

All minor children will need a separate passport valid for 5 years from the date of issue or till 15 years of age whichever is less.

MISCELLANEOUS PASSPORT & CONSULAR SERVICES

All applicants for miscellaneous passport and consular services are required to fill up online form on website http://embassy.passportindia.gov.in  External website that opens in a new window .

For CHANGE OF FIRST NAME/FULL NAME, applicant has to submit(a) Court Order or notarized affidavit (b) newspaper clipping of notice in city of applicant’s domicile in Turkmenistan and (c) newspaper cutting of notice in state of applicant’s domicile in India.

For CHANGE TO MARRIED NAME: Applicant is required to enclose a copy of the marriage certificate, sworn affidavit giving maiden and married names duly notarized by a Notary Public and attested by Consular Section, MEA, Government of India, New Delhi and husband’s passport. In case where first name also changes after marriage, additional requirements as indicated in “change of full name” are to be met.

REGISTRATION OF BIRTHS, MARRIAGES AND DEATHS are also undertaken by the Embassy.

POLICE CLEARANCE CERTIFICATE(PCC): PCC will only be issued after receipt of fresh police verification on the PCC application and on its receipt, it would be despatched to the applicant's address given in the application. Hence applicants are advised to apply well in advance as PCC would only be issued after due police verification.

ALL LOCAL DOCUMENTS FOR ATTESTATION (including attestation of degrees, etc., of students) are required to be initially attested by the authorized person(s) of the Ministry of Foreign Affairs of the Turkmenistan. Applicant’s valid passport is also to be submitted.

For ATTESTATION OF SIGNATURES ON AFFIDAVITS / POWER OF ATTORNEY, the applicant is required to submit his/her passport along with copy of the passport and one copy of the document to be legalized.

WORKING HOURS:

Applications are accepted at the counter between 1600-1700 hours on all working days and delivered between 1630-1730 hours when the passport is ready..

DELIVERY OF PASSPORTS:

With the introduction of Machine Readable Passports (MRPs) Scheme with effect from August, 2007, all the passports being issued by the Embassy of India, Ashgabat, Turkmenistan would now be printed in the Ministry of External Affairs, New Delhi. The process would take around 3-4 weeks from the date of application.

However, other Consular Services are rendered on the same day.

Fee once received will not be refunded, even if the application is withdrawn or the service is refused.

ADDITIONAL INFORMATION:
(i) Please read all instructions on the application form carefully before filling it out.
(ii) Application forms should be filled in full, legibly and accurately. Incomplete and illegibly filled forms will be returned without service.
(iii) An Indian citizen who acquires Turkmen citizenship should surrender his/her Indian Passport to the Embassy for its cancellation. Possession of both Turkmen and Indian passports is illegal.
